Position as at 14 September 2026
Three deadlines are shaping Romanian energy this autumn, and the mistake is treating them as one queue.
The first is a funding window. The Modernisation Fund KP1 storage call closes on 30 October 2026 at 14:00. Miss it and you wait for the next call, whenever that comes.
The second is a statutory backstop. Connection contracts already in force on 25 May 2026 must obtain the AI by 25 May 2027. That is the transitional rule in ANRE Order 15/2026, Article V(3). It is fixed, it applies whether or not you act, and it is just over eight months out.
The third has no date on the calendar at all. Where the AI relied on precontractual financing documents, the final financing documents are due to ANRE within six months of the AI being granted, under Order 16/2026. That clock starts on a date you choose, which means you can start it before you are ready.
One window closes on everyone at once. One backstop is set for you by law. One begins the moment you act. They reward different behaviour, and planning them as a single deadline is how a good project misses the one that mattered.
