Every figure on this site comes from a public source, is processed by Sol Associates, and carries a source and an as-of date. This page explains what we use and what the numbers cannot tell you. Nothing here is built from client-confidential information.
Sources
- Grid-connection permits (ATR) and pipeline funnel: the ANRE and Transelectrica public registers and ANRE publications. The funnel on the EPC pages is dated 1 July 2026. The project-level register behind the maps merges the public ATR list, signed connection contracts, ANRE licence holders and public permit records into one row per project.
- Installed capacity: ENTSO-E Transparency Platform, annual installed capacity by technology.
- Day-ahead prices: the Romanian day-ahead market (OPCOM), hourly 2025 prices, shown as derived aggregates such as hourly averages and counts of negative-price hours.
- Public tenders: the SEAP public procurement system, notices published in the last 30 days for renewable-energy works.
- Funding calls and regulation: the text of the Ministry, ANRE and Modernisation Fund documents, quoted against the consolidated version on the date shown.
Processing
- Project records are matched by holder, county, technology and permit reference. Where a match is uncertain, the record is kept but its confidence is lowered rather than guessed.
- Counties, technologies and status labels are normalised to one list so that totals reconcile with the source counts. Row counts in and out are checked at every step.
- Aggregates, not raw third-party series, are what we publish, except in the Romanian Energy Grid Atlas, which also offers map and weather data files derived from open sources under their own licences. Charts show our own processing of the public data.
What the figures cannot tell you
- A permit or contract in a register is not a project that will be built. Registers lag reality, and a listed project may have lapsed, changed hands or been re-sized.
- Wind-farm package scopes on the EPC pages are indicative templates, not a design for any site.
- Cost and schedule ranges are planning bands, not quotations.
- Nothing on this site is investment, legal or tax advice. See the Disclaimer.
Refresh and corrections
Dated datasets are refreshed when the source publishes a new version, and each page states its as-of date. If you find an error, write to contact@sol-associates.ro and we will correct the page and note the correction.

Romanian Energy Grid Atlas (demo)
The Romanian Energy Grid Atlas (demo) is a free interactive map of the Romanian power system. Each layer is built from the public source named next to it; the Atlas method page lists the layers of the current build with their dates, licences and limits.
- OpenStreetMap, Open Database Licence (ODbL)
- ECMWF open data, CC BY 4.0
- Global Solar Atlas, CC BY 4.0
- ENTSO-E Transparency Platform
- List of ATR holders published by the Government of Romania (gov.ro)
Assets are as mapped in OpenStreetMap by volunteers; the map is not a census of the grid and how complete it is cannot be stated. Operator names are as tagged and may be wrong.
The weather layer is a model forecast, not a measurement, and not an energy yield, curtailment or grid loading estimate.
The solar layers are modelled long-term averages for 1994 to 2018, not forecasts and not a bankable yield.
The production layer shows national totals of electricity generation by fuel for the seven complete local days up to the build date, computed by Sol Associates from values published on the ENTSO-E Transparency Platform. It is not a measurement by Sol, not a forecast, and says nothing about prices, trading, curtailment or grid loading; a day with intervals that have no value understates its energy, and a day without data is empty, not zero.
The ATR layer shows connection-approval capacity (MW) listed by the Government in a list published on one date, summed by county. It is not installed capacity, grid loading, available or free capacity or a probability of commissioning, and it does not show whether any ATR is valid, eligible or subject to any rule.
The method page of the Atlas describes how each layer is made.
