Position as at 23 October 2026
Five things an entrant typically has to clear before a first Romanian renewables bid. None of them is about engineering skill.
- Presence. Owners typically contract with a Romanian company or registered branch. Check VAT, payroll and guarantee arrangements in RON and EUR. Guarantee lines take longer than newcomers plan for.
- Qualification. For relevant electrical scopes, confirm the ANRE-attested entity in the chain, plus the certificates and references the tender asks for, such as ISO 9001, 14001 and 45001.
- Project stage. ANRE's 1 July 2026 position: 55.4 GW with a connection contract, 11.2 GW with all three stages: contract, building permit and establishment authorisation. Nested, not additive.
- Grid connection. The ATR, the connection contract, and operator acceptance before energisation, with deadlines set by ANRE rules.
- Money. Bonds, retention and payment milestones shape the cash curve more than the headline price.
