Version 1.0, effective 1 October 2026. We review these terms periodically and may update them in line with the “Changes to these terms” section below.
These terms govern the paid SEAP Radar subscription. The free Sol Signals digest is covered by our Disclaimer instead, and personal data is covered by our Privacy Notice.
1. Parties
The provider is Sol Associates SRL, a Romanian limited liability company with its registered office in Bucharest, Romania, registered with the Trade Registry under no. J29/2713/2023, fiscal code RO24172577 (“Sol Associates”, “we”, “us”). Registered office address: Strada Drumul Mare, nr. 608, camera 2, comuna Băneşti, judeţul Prahova, România. Contact: contact@sol-associates.ro.
The customer is the business or professional that places the order (“you”), acting through the person who completes the order and who confirms that they are authorised to bind it. These terms form the contract between you and us (“Agreement”) from the moment your order is confirmed under section 4.
2. Business customers only
SEAP Radar is sold only to businesses, professionals and other organisations acting for purposes related to their trade, business or profession. It is not offered to consumers. By ordering you confirm that you are acting in a business or professional capacity and not as a consumer. Consumer-protection rules that apply only to consumer contracts, including statutory consumer cooling-off rights for distance contracts, therefore do not apply to this Agreement.
3. The service and its beta status
SEAP Radar is an energy-sector-filtered feed of public tenders published on SEAP/SICAP. Depending on your plan it includes:
- the filtered tender feed with classification (sector, buyer, CPV relevance, a one-sentence why-it-matters note);
- CPV and county email alerts;
- a weekly PDF and XLSX export;
- deadline flags;
- on the Team plan only, Contractor and Competitor Watch and Regulatory Radar with dated diffs.
The Solo plan includes 1 named seat. The Team plan includes 5 named seats.
SEAP Radar is in BETA. You acknowledge and accept that during beta:
- coverage, classification, data fields, delivery format and delivery timing may change, and features may be added, modified or withdrawn;
- historical SEAP data before 2026 is not backfilled;
- we do not guarantee any uptime, availability, delivery time or completeness, and the service may be interrupted for maintenance or because a source changes or becomes unavailable;
- classification is machine-assisted and reviewed under our internal quality gates, but it is not warranted error-free.
If we materially withdraw the service, or a plan, during a period you have already paid for, we will credit or refund the unused part of that paid period.
4. Ordering and checkout
You order through the Stripe-hosted payment link or checkout page we publish for each plan. The Agreement is concluded when Stripe confirms your first successful payment and we send, or Stripe sends, a confirmation to the email address you provided. You must give accurate company, billing and VAT details at checkout. Payments are processed by Stripe; by paying you also accept Stripe’s own terms for the checkout, and we are not a party to those terms. We do not receive or store your full card details.
5. Plans, prices, VAT and invoicing
All prices are in EUR and exclude VAT.
- Solo: EUR 89 per month, or EUR 890 per year, founding price. List price from 1 January 2027: EUR 149 per month or EUR 1,490 per year.
- Team: EUR 249 per month, or EUR 2,490 per year, founding price. List price from 1 January 2027: EUR 349 per month or EUR 3,490 per year.
VAT: for customers established in Romania we add Romanian VAT at the rate in force when the invoice is issued (currently 21%). For customers established in another EU Member State that provide a valid VAT identification number at checkout, the supply is invoiced without VAT under the EU reverse-charge mechanism and the customer accounts for VAT locally. For customers established outside the EU, VAT treatment follows the place-of-supply rules applicable to the supply. You are responsible for providing a correct VAT ID and for any withholding tax or similar deduction that applies in your country; amounts payable to us are not reduced by any such deduction.
Invoicing: Stripe sends a payment receipt. In addition, Sol Associates SRL issues a Romanian fiscal invoice for every payment, delivered electronically to your billing email, and reports it through the national e-Factura system where that is required. The fiscal invoice, not the Stripe receipt, is the tax document. If your billing details change, tell us before the next billing date; we cannot always re-issue an invoice after the fact.
6. Founding price
- The founding price is available to subscriptions started up to and including 31 December 2026, 23:59 Bucharest time. There is no limit on the number of founding members.
- Your founding price applies for the first 12 months counted from your own signup date. For a monthly plan this means billing months 1 to 12. For an annual plan it means the first annual term.
- From the 13th billing month (monthly plan), or from the first renewal (annual plan), the then-current list price applies. We will notify you by email, to your billing contact, at least 30 days before the change takes effect.
- Subscriptions started on or after 1 January 2027 are at the then-current list price from the start.
- The founding price ends if you cancel, or if your subscription is suspended for non-payment and then lapses. Re-subscribing after either event is at the then-current list price.
7. Renewal, cancellation, suspension
Subscriptions renew automatically for successive periods of the same length (one month, or one year) and the fee is charged through Stripe to the payment method you provided, on each renewal date, until you cancel.
You may cancel at any time through the Stripe customer portal link in your receipts or by writing to contact@sol-associates.ro. Cancellation takes effect at the end of the then-current paid period and you keep access until then. We do not refund the unused part of a paid period on cancellation, whether monthly or annual, except where the law requires it or where section 3 or section 15 provides for a refund or credit.
If a payment fails we may retry it and may suspend access after notice by email. If the payment remains unpaid for 30 days after the due date we may terminate the Agreement. Suspension does not stop the running of the paid period or relieve you of amounts already due.
Changes to the list price: we may change the list price for future periods. We will notify you at least 30 days in advance by email, and you may cancel before the change takes effect; if you do not cancel, the new price applies from the next renewal after the notice period.
8. Licence and permitted use
Subject to payment of fees, we grant you a non-exclusive, non-transferable, non-sub-licensable, revocable licence for the term of the Agreement to access and use the service and its output for your own internal business purposes.
- Each seat is for one named individual and may not be shared. On the Team plan you may reassign a seat to another person from your organisation on reasonable request.
- You may not resell, redistribute, publish or sub-license the service or its output, or make it available to people outside your named seats or your organisation.
- You may not use automated means to copy the service beyond normal use of the delivered email, PDF, XLSX or dashboard, and may not build, train or enrich a competing product or dataset with it.
- You may quote individual items internally and in your own client communications with the source citation intact, but not in bulk.
9. Acceptable use
You will not use the service unlawfully, interfere with its security or operation, try to access data or systems you are not entitled to, or circumvent seat or access limits. We may suspend access immediately for a material breach of this section.
10. Data sources, accuracy and no advice
Every deliverable carries the source-and-date footer and attribution lines set out in our Attribution page, incorporated here by reference. We republish extracted facts with citation, never a bulk raw re-export of a live source feed. The underlying notices remain the property of their publishers, and the official source is always authoritative.
The service is provided for information only. It is not investment, legal, engineering, procurement or tax advice. We do not warrant that any item is complete, accurate or timely, or that it identifies every tender relevant to you. You remain responsible for checking the official notice and tender documentation and for meeting every deadline before you rely on an item or submit a bid. See also our Disclaimer.
Remedy for a mis-tagged or missed item: if you report, within 30 days of the relevant issue, an item that was mis-tagged in a way that caused you to miss a materially relevant tender, or omitted despite meeting the stated filter in force at the time, and we confirm the error, we will, at our election, give a service credit or extend your subscription term by an equivalent period. If three or more such errors are confirmed within a rolling 90-day window you may terminate for cause under section 15 and we will refund the unused part of the current paid period. This section sets out our remedy for feed errors as such, but does not limit liability that cannot be limited under section 12.
11. Intellectual property
We and our licensors own the service, our classifications, relevance notes, digests, league tables, briefs and the selection and arrangement of the data, including our database rights. No rights are granted to you except the licence in section 8. The underlying public facts are not owned by us. You keep all rights in your own materials and in anything you send us, and you grant us the right to use it to provide the service. If you send us feedback we may use it without restriction.
12. Limitation of liability
Nothing in this Agreement excludes or limits liability that cannot be excluded or limited under Romanian law, including liability for fraud, intent (wilful misconduct), gross negligence, or death or personal injury.
Subject to that, we exclude liability for indirect, consequential or loss-of-profit damages and for lost opportunities, including a lost tender or bid, to the fullest extent Romanian law permits, and our total aggregate liability to you arising out of or in connection with the Agreement, for all claims in any 12-month period, is capped at the fees you actually paid to us in the 12 months preceding the event giving rise to the claim. You acknowledge that, given the beta status and the fees charged, these limits are a reasonable allocation of risk between businesses.
13. Confidentiality
Each party keeps the other’s non-public business information confidential and uses it only to perform the Agreement, except information that is public, independently developed, lawfully received from a third party, or required to be disclosed by law or a competent authority. This obligation continues for 3 years after the Agreement ends.
14. Data protection
We process your personal data as described in our Privacy Notice. Each party complies with the data-protection law that applies to it. For the personal data of the individuals you nominate as seat users, we act as controller. You confirm that you have the right to give us those individuals’ details and that you have informed them.
15. Term and termination
The Agreement starts on confirmation of your order and continues for the paid period, renewing under section 7 until cancelled or terminated.
- You may cancel as set out in section 7.
- Either party may terminate for material breach that is not cured within 15 days of written notice (email accepted). We may terminate immediately for non-payment under section 7 or for a material breach of sections 8 or 9.
- We may terminate for convenience on 30 days’ written notice, and will refund the unused part of any paid period after the termination date.
- If we terminate for your breach, no refund is due. If you terminate for our uncured material breach, we refund the unused part of the current paid period.
On termination your access ends, sections that by their nature should continue (including 10, 11, 12, 13, 17 and 18) survive, and you must stop using the output outside your internal records.
16. Changes to these terms
We may amend these terms, for example to reflect a change in law, in the service or in our business. We will notify you by email at least 30 days before a material change takes effect. If you do not accept it you may cancel before the effective date, in which case the previous terms apply until the end of your paid period. Continued use after the effective date is acceptance. Changes to the founding price or list prices are governed by sections 6 and 7.
17. Force majeure
Neither party is liable for failure or delay caused by events beyond its reasonable control, including outages of public data sources, telecommunications, hosting or payment providers, war, terrorism, strikes, governmental acts or natural disasters, for as long as the event lasts. This does not excuse payment obligations for periods in which the service was delivered.
18. Governing law and disputes
These terms and the Agreement are governed by Romanian law. The courts of Bucharest have exclusive jurisdiction, after the parties have tried in good faith to resolve any dispute amicably for at least 30 days from written notice of it. As this is a business-to-business service, the EU online dispute resolution platform and the consumer-complaint (ANPC) procedures for consumer contracts do not apply.
19. General
These terms, together with your order confirmation, the Disclaimer, the Attribution page and the Privacy Notice, are the entire agreement between the parties on this subject and replace earlier discussions. Your own purchasing or general terms do not apply. Amendments other than under section 16 require written form, email accepted. If a clause is unenforceable the rest survives. We may assign the Agreement to a successor of our business and may use subcontractors; you may not assign without our consent. Notices to you go to your billing email, and notices to us to contact@sol-associates.ro. These terms are published in English; if a translation is provided, the English text prevails.
