Position as at 19 October 2026
Romania has the projects. What it needs now is contractors who can build them.
ANRE's 1 July 2026 position: renewable projects with a signed grid-connection contract have 55.4 GW of maximum approved evacuation power. 33.8 GW of that also has a building permit. 11.2 GW has all three: connection contract, building permit and ANRE establishment authorisation. The stages are nested, so they are not additive, and none of them is a financed backlog. GW are maximum power approved for evacuation as reported by network operators and include plants with storage and stand-alone storage. ANRE's 1 September 2026 note (published 12 October) shows 62.7, 39.3 and 15.4 GW.
The gap on the other side is geographic. Of the 533 firms in our 14 September 2026 extract of ANRE's public attestation list that hold at least one of types D1, D2, E1 or E2 (156 hold design types only), 35% have their registered office in Bucharest and Ilfov and 14% in twelve eastern counties (Constanta, Tulcea, Galati, Braila, Buzau, Vaslui, Iasi, Ialomita, Calarasi, Bacau, Vrancea, Botosani) where most of the wind pipeline sits. A registered office is not where a firm can work, but it shows where registered offices are concentrated; it does not measure available crews or delivery capacity.
We built a free section for contractors entering the market, whether from abroad, from Romanian civil and electrical work, or from solar and storage into wind:
- a county atlas of pipeline against certified contractors, with a sample of open public tenders
- entry playbooks for three routes, with a readiness checklist
- an interactive wind balance-of-plant explorer: eight packages, what the turbine manufacturer expects, where contractors lose money
