Data as at 31 December 2025
The Transelectrica connection register is the public list of technical connection permits (ATR). It has five fields worth understanding before you screen anything with it, and two of them are trained into most readers wrong. Every figure below is from the snapshot as at 31 December 2025, parsed by Sol Associates on 15 April 2026.
1. Technology labels need a sanity check, not a straight read
The register’s four biogas entries carry 2,997 MW of approved capacity between them, an average close to 750 MW each. Biogas plants do not operate at that scale. Read an outlier like that as a data-entry artefact before you read it as a project, and inspect the largest rows before you sum a column.
2. Approved MW is the reliable figure. Commissioned MW is not
Across the technology categories in the current snapshot, the commissioned-megawatt field is empty or close to it: it reads zero for every category except hydro, where it shows 1.93 MW in total. That is an unpopulated field, not a market fact. Treating it as one will misstate how much of Romania’s approved pipeline has actually been built.
3. Remaining MW is not a for-sale signal
Where the remaining-megawatt field is populated at all, it is usually close to zero, and it does not mean the balance of the approved capacity is available to a new entrant at that connection point.
4. “Valabil” means not yet cancelled, not active
“Valabil” (valid) covers 5,080 of the register’s 5,119 entries. That is not a sign the market is healthy or static. It is a sign that most of the register was issued in 2024 and 2025 and has not had time to lapse. A near-universal status value carries almost no information on its own. The remaining entries are marked not available (26), cancelled (12) or expired (1).
5. The county field is not a county field
The county column holds 105 distinct spellings for 42 counties, mixing full names, abbreviations, capitals and diacritics. Normalise it before you rank anything by location, or the same county will appear several times in a league table.
What follows from this
| Field | Treat it as |
|---|---|
| Technology label | A claim to check against a plausible range |
| Approved MW | The usable figure, after outliers are inspected |
| Commissioned MW | Unpopulated, not a market fact |
| Remaining MW | Not an availability signal |
| Status and county | Normalise first, then read |
