Romanian renewables execution

Romania has the projects. It needs contractors who can build them.

For EPC contractors entering Romania, Romanian contractors entering renewables, and solar and storage builders moving into wind: the market evidence, the entry routes and the package-level know-how, from someone who spent a decade selling turbines, developing wind farms and negotiating projects, and now advises investors and developers.

Led by Radu Voinescu: turbine sales at Siemens Wind Power and Nordex, wind development at OX2, Sol Associates since 2008.

The build-out

The plan needs roughly 2.8 GW of wind, 3.5 GW of utility solar and 1.9 GW of storage in five years

Romania’s installed wind fleet barely moved for a decade, at about 3 GW. The national energy and climate plan trajectory almost doubles it by 2030, while storage goes from a rounding error to around 2 GW. That is a construction programme, and construction programmes run on contractors, crews, cranes and bonding capacity.

The trajectory is a policy path, not a forecast of what will be built.

Where the work is

14.0 GW of wind sits in the grid-connection pipeline, and 92% of it is in the east

Sol’s reconciled grid-connection register joins 26,602 project records from the Transelectrica connection registers, the ANRE licence and authorisation lists and the April 2026 government stage list. Wind concentrates in twelve eastern counties (Constanța, Tulcea, Galați, Brăila, Buzău, Vaslui, Iași, Ialomița, Călărași, Bacău, Vrancea, Botoșani), led by Constanța, Galați, Tulcea and Vaslui.

The certified electrical contractors do not. Of the 541 firms holding ANRE attestation classes D1, D2, E1 or E2 in our September 2026 extract, 35% are registered in Bucharest and Ilfov and only 13% across those twelve eastern counties. That gap is the opening.

Why more projects are adding batteries

Midday power was worth a third of the evening peak in 2025

Across 2025, the Romanian day-ahead price averaged EUR 59/MWh at 14:00 and EUR 183/MWh at 20:00, with 196 negative-price hours between March and September. Owners respond by adding batteries to solar and wind sites. For a contractor this means battery integration, power-conversion and grid-compliance skills are increasingly part of many packages, including wind.

Who you would be working with

A decade of turbines, development and deals

Radu Voinescu leads Sol Associates. Before advising investors and developers, he sold and contracted wind turbines for two leading turbine manufacturers, ran a developer’s Romanian platform, and structured the acquisitions that come before every EPC tender.

How we work with contractors

Start with one decision. Grow only if it pays.

2-4 weeks

Market-entry diagnostic

One question, answered with evidence: which segment, which package, which region, which partner profile. Delivered as a decision memo with named reviewers and a go, adjust or stop recommendation.

Per tender or quarter

Bid and package readiness

Tender and project screening at the right administrative stage, scope and interface review, draft RfQs to local subcontractors, qualification checks against ANRE attestation and reference requirements.

Per named project

Owner-side and interface support

On a specific project: turbine-supply and BoP interface review, schedule and sequencing checks, grid-connection milestones and commissioning path, alongside your own project team.

Next step

Bring one project, one package or one market question.

A first conversation costs nothing. If there is a real decision behind it, we scope a short, paid diagnostic with named reviewers, a fixed output and a clear decision at the end.

Sol Associates is an advisory firm. We do not act as an EPC contractor and make no construction, procurement or financing commitment on these pages. Sol may advise other parties in the same market; engagements are conflict-checked. Public-data figures carry their source date; none of them describes a specific financed project or an open tender unless stated.
