Two clocks, one month: what is due before 30 October

Position as at 5 October 2026

Two clocks are running in Romanian energy this month, and they run at very different speeds.

The Modernisation Fund KP1 storage call closes on 30 October 2026 at 14:00, 25 days from today. The binding constraint is not the MySMIS2021 upload. It is the feasibility study, which must be complete at submission. If the study has not started, four weeks is tight. If it is running, four weeks is enough to file a clean application.

The second clock is slower but harder. Under ANRE Order 15/2026, a connection contract already in force on 25 May 2026 must reach the establishment authorisation (AI) by 25 May 2027, 232 days from today. That backstop does not move because a filing went well elsewhere.

What we would check this week if we held a storage project:

  1. Is the feasibility study scheduled to finish before 30 October, with time left for the filing itself?
  2. Does the project clear the four KP1 exclusions (co-location, grouped structures, replacement capacity, double funding)?
  3. Where does the project sit against the 25 May 2027 AI backstop, and what has to happen first?

Day counts from 5 October 2026. Sources: Modernisation Fund KP1 scheme guide; ANRE Order 15/2026.
